Are adhesive tapes PFAS-free? What the EU PFAS rules mean for tapes and liners in 2027

No EU ban date exists yet for PFAS in tapes. Where fluorochemistry hides in a tape or liner, the food-contact limits now in force, and what to ask for.

When a vegetarian guest asks whether a cake has egg in it, two answers are possible. "No egg was added" is one. "It was tested and there is no egg" is the other. Questions about PFAS in tape need the same care.

So, are adhesive tapes PFAS-free? Some are made with fluorochemistry on purpose. Others are not, but "not added" is still different from "tested". In the EU, there is no general ban on PFAS in tapes yet, and no date for one. What does apply today is narrower: since 12 August 2026, food-contact packaging must stay under the PFAS limits of the EU packaging law.

Checked against official sources on 28 October 2026.

We make BOPP, masking, double-sided tissue and foam tapes in Jaipur. I have written this for customers whose EU buyers have started asking about PFAS, and for anyone who has to answer the question for a tape they did not make. I am not a chemist by training, so I have kept to what the official texts and the tape industry's own association say.

What PFAS means in this context

PFAS are per- and polyfluoroalkyl substances. The OECD definition, from its 2021 report Reconciling Terminology of the Universe of Per- and Polyfluoroalkyl Substances, covers any substance with at least one fully fluorinated methyl or methylene carbon atom. In plain words, the molecule has at least one carbon atom whose hydrogen has been fully replaced by fluorine.

That definition is wide. It takes in the small molecules people worry about in drinking water, and also large fluoropolymers such as PTFE. ECHA supports this broad definition for the EU proposal, as Afera reported in May 2026.

Is there an EU ban on PFAS in tapes in 2027?

Not yet, and nobody can give you a date.

The broad EU proposal is a restriction under REACH, the EU chemicals law. It goes through two scientific committees at the European Chemicals Agency (ECHA), then to the European Commission, which drafts the legal text for a vote by the Member States.

Afera, the European adhesive tape association, summarised where it stood in its news update of 20 May 2026:

  1. The risk assessment committee had published its final opinion and the socio-economic committee its draft opinion earlier in 2026.
  2. Consultation on the draft socio-economic opinion was open until 25 May 2026.
  3. At an ECHA webinar on 7 May 2026, ECHA confirmed that fluoropolymers remain in scope, that more sector assessments were expected later in 2026, and that exemptions are expected to stay limited.

After the committees finish, the Commission still has to propose and Member States still have to vote. If anyone quotes you a 2027 ban date for PFAS in tapes, ask them where it is written.

Some single PFAS are already restricted in the EU. PFOS, PFOA and PFHxS are listed under the Persistent Organic Pollutants Regulation (EU) 2019/1021. PFHxA is restricted for certain uses under Commission Regulation (EU) 2024/2462, including paper and board for food contact since 10 October 2026. A good declaration should cover these by name.

Does the packaging law's PFAS limit apply to tape?

Only if the tape is food-contact packaging.

Article 5(5) of Regulation (EU) 2025/40, the EU packaging law, says that from 12 August 2026 food-contact packaging may not be placed on the market at or above these PFAS levels:

Measure Limit
Any single PFAS, by targeted analysis (polymeric PFAS not counted) 25 ppb
Sum of PFAS, by targeted analysis (polymeric PFAS not counted) 250 ppb
Total PFAS, including polymeric PFAS 50 ppm

If total fluorine is above 50 mg/kg, the maker, importer or downstream user must, on request, give proof of how much of that fluorine is PFAS and how much is not.

The Commission's guidance, Commission Notice C/2026/3084 of 10 June 2026, adds three practical points. Food-contact packaging means packaging intended to come into contact with food. There is no sell-off period for packaging placed on the market after 12 August 2026. And it recommends a stepwise test, starting with total fluorine. Below 50 mg/kg, the sample can be treated as compliant.

So a tape across the outer flaps of a box of biscuits is not food-contact packaging. A tape that closes the inner bag, bundles loose vegetables or seals a tray lid where it can touch the food may be. I would settle that question at the design stage, not at the customs desk.

Where fluorochemistry can hide in a tape

Afera listed the places PFAS can be linked to in the tape value chain in another 2026 update: coatings, release systems and additives, and also manufacturing equipment and processing aids. For a buyer, that becomes four questions.

  1. Is the backing a fluoropolymer? PTFE tapes, such as thread seal tape and PTFE-coated glass cloth for heat sealers, are PFAS by design. So are tapes on FEP or ETFE film.
  2. What is the release liner? A standard silicone release coating has no fully fluorinated carbon. A fluorosilicone coating does. Fluorosilicone liners are used under silicone adhesives, because a silicone adhesive grips an ordinary silicone liner too well. An old Dow Corning patent, US 4,736,048, describes exactly this use of fluoroalkyl silicone release coatings.
  3. Is there any fluorinated coating or primer? Afera lists coatings among the places PFAS can appear, so ask about every coated layer.
  4. What about processing aids and equipment? These are the least visible. Only the film or resin maker can answer them, which is why a tape maker has to ask its own suppliers.

For double-sided tapes, the liner is the part to ask about first. That is where the choice between ordinary silicone and fluorosilicone is made.

What we can say about our own tapes

I will not call any of our tapes "PFAS-free" on this page. A word like that needs a test report or a complete chain of supplier declarations behind it, for each product. I would rather send you that document for the tape you buy than print a slogan for all of them.

What I can promise is a straight answer. If you ask us about a specific product, we will tell you what our declaration covers, what it is based on, and whether a total fluorine test exists for it.

The declaration to ask any tape supplier for

A useful PFAS declaration for a tape has these parts:

  1. The exact product name and, ideally, the batch range it covers.
  2. A statement, layer by layer, on whether PFAS are intentionally added to the backing, adhesive, primer, release coating, liner or core.
  3. The definition used. Ask for the OECD 2021 definition, the broad one ECHA supports.
  4. A statement on the restricted ones by name: PFOS, PFOA, PFHxS and PFHxA.
  5. The basis: which supplier declarations or tests the statement rests on.
  6. For any food-contact use, a total fluorine result in mg/kg from an accredited laboratory, with the method and the date.
  7. A date of issue, and a promise to reissue it when the formulation changes.

If a supplier sends one line saying "our products are PFAS free", ask for points 2, 5 and 6. A serious supplier will not mind.

What to watch in 2027

These are the moments to check for news:

  1. The final opinion of the ECHA socio-economic committee on the broad restriction, which was reported as expected around the end of 2026.
  2. The Commission's draft REACH amendment for the restriction, whenever it appears. Only then will exemptions and transition periods for tapes be known.
  3. The Commission report on substances of concern in packaging, due by 31 December 2026 under Article 5(2) of the packaging law. It may lead to new restrictions.

For the full list of papers an EU buyer may ask for, see the documents EU buyers ask for with tapes and films. For liners and adhesives in general, the double-sided tape selection guide explains how they differ.

If you buy tape from us and your EU customer has asked about PFAS, write to us through the contact page with the product name, the invoice or batch number and whether the tape touches food. We will reply with what we can document for that product.

Questions buyers ask

Is a carton tape on a box of biscuits food-contact packaging?

Not if it only touches the outer box. The Commission reads food-contact packaging as packaging intended to come into contact with food. A tape that seals a bag the food sits in, or touches the food directly, is a different case.

Can old stock with PFAS still be sold in the EU?

For food-contact packaging, the Commission guidance says there is no sell-off period. Packaging placed on the market before 12 August 2026 may stay on sale, but anything placed after must comply. For imports, the moment that counts is release for free circulation.

Do US rules matter too?

Several US states have their own PFAS laws, with their own scope and dates. This guide covers the EU only, so check each state you ship to separately.
